does anybody know what the +2 rc bonus means? and is it the same thing as cooking gaunts in members

The rc bonuses are like cooking gaunts, but for rc. Also, the bonus only applies in the Great Orb minigame.

I think that it means you get a permanent +2 runecrafting levels.
